GET /v1/users/{screen_name}/relationship/{other_screen_name} reads 1 credits

How two accounts relate: whether the first follows the second and whether it is followed back.

Both accounts as references, following and followed_by from the first account's side, plus any further flags X discloses (for example can_dm). The two handles must differ.
